removing access to programs from other users

I have 4 users on xp home, I want to stop msn from starting on the other users accounts - is it in startup - do move it from the all users startup and put it on only my startup

You can either do that and if that doesn't work go to each users folder
under documents and settings and check out each of the 4's startup folder.
