Your trouble is a W98 formated 1.44 MB diskette cannot be Disk Copy'd
in XP right? And/or formatted (1.44)?
That's sad as this was an issue in NT4 IIRC too. I have nothing
additional on this topic right now and don't use XP.
I'll try to keep an eye out though. Did you try DISKCOPY.COM at a
cmd prompt too? As you know the boot sector is different under
W9x/NTx format.
Or is it the multi-mode OEM FDDrive and drivers? FDDs are cheap. If
this is the case, replace it and run with the standard Windows
drivers.
