regasm error: Insufficient system resources...

Hi
Does anyone know what's the cause for the following error message when trying to register component on WIN2000 server
"Regasm error:Insufficient system resources exist to complete the requested service.

Regasm works fine on XP (development environment) and it used to work fine on win2000 server before (with the same components, compiled however in NT). Is the problem in component, user settings (i.e. user cannot perform this task), registry, different OS's ....
Please help!!
