Hallo

Is it possible to recurrence appointments in Outlook by week numbers like
22, 25-28, 32?

If they're not a regular pattern (like every week, every X weeks, every X
days, etc), no... at least not with one recurring appointment. You might be
able to create a series of recurring appointments to do it but it might be
easier to create individual appointments if the number is low

I have not looked lately at the updates/revisions to WS Repeat Appointments,
but it might be able to do this.
