It's not an "addon", it the regular install.
XP will happily create a pertition during install,
as would 2000 and NT4. It's a standard part of the installation.
It is not useally necessary to partition or format first.
Unless you are having a specific problem, it is simply a waste of time.
And what is "generally you upgrade or install over with XP " ??
That is pure nonsense.
