What you are getting is a service message.

to disable it do the following:

Click on START- administration Tools
Open up SERVICES
scroll till you see MESSENGER
Right click on it
Choose PROPERTIES
Where it says START UP TYPE, choose DISABLED
click APPLY

and voila, no more pop ups.

More Specific: OPen Start-Menu, Settings, Control-
Panel,and then "Administrative Tools"

Here you will find Services. Open it, scroll to Messenger
Service and disable it like described below.
