Edit the shortcut's "Target" to read
%systemroot%\explorer.exe /e,D:\
Where D:\ is the drive and or directory you wish to expand.

Thanks Dave:

Current shortcut is the default on my machine:
%SystemRoot%\explorer.exe
with a Start In value of: %windir%.

What value would I use to stop the expansion of "My
Docuents"? I do not want to set a specific drive but allow
the window to appear with the same contents without the
automatic expansion of "My Documents".

Make the shortcut's "Target" read
%systemroot%\explorer.exe /e,::{20D04FE0-3AEA-1069-A2D8-08002B30309D}

Not sure if it's what you want but if you hit the short-cut keys it will pop up
with your drives in both panes. (Left Win key and E).
