The two partition are on the same disk, even convert to dynamic disk, stillcould not extend C partition, windows do not support this.

To solve the problem could use free 3rd party partition software, AOMEI Partition Assistant lite edition, which could let you shrink, move, extend partition. Like this site shows: http://www.extend-partition.com/res/...rver-free.html

that is more flexible than windows build in disk management.
