The only limitation you can set manually through ports (PPTP or L2TP) and
you can set this manually through the UI
From your explanation to the problem I think you might have config issue
with the IPs handed to the client
Please reproduce the problem and then do the following commands and send me
the outputs from the client and the server
ipconfig /all
route print

Where are the clients? Are they trying to connect from behind the same
router?

Some SOHO routers will only allow one VPN connection to be made through
them. They do not give you a sensible diagnostic. The second connection just
fails.
