What is it you are trying to accomplish? You can do this with TMPGenc, but
i'm not sure why you are wanting to do this.
Variable bitrate is just that, it varies depending on the scene and should
give you a smaller file size than CONSTANT
bitrate which is, well constant. so for example if you set your cbr to 1150,
all scenes in the video will be of that rate. If you use variable bitrate it
may use 2000 for action scenes and only 1000 for scnes with 2 people talking
for example.
