Hi,
It will re-appear everytime there is a modification in your address book.
For the time being there is no cure. But maybe some tricks like making it
read-only and hidden could prevent it from reappearing.
And those tips are from an MVP, you may want to try these :

Try this :
In your OE shortcut, cope the 'Target' field into the 'Start in'
field,and remove the '\msimn. exe' at the end
If that doesn't stop it, then turn off 'Compact all folder in the
background' - and compact manually, and frequently, using 'Compact all
folders', while offline, and with the focus on Outlook 'Express'
Unfortunately, there's no way to completely 'kill' it - but these
should at lest reduce the annoyance factor!
