this happen at my place too.
start -> run -> www.microsoft.com

This file does not have a program associated with it for performing this
action. Create an association in the Folder Options control panel.

I wonder if Microsoft made a "hard shortcut" to prevent some email viruses.

Yes it's a Dell Optiplex GX260.

Wonder if it's a problem with the Dell GX models. I'm
useing a Dell OptiPlex GX110.
