If both the local and remote PCs are running XP Pro or XP Home then look at using Remote Assistance.
If that is not the case then look at NetMeeting Remote Desktop Sharing or VNC.

If this is over the public internet, then keep in mind the VNC data link is *NOT* encrypted like the
NetMeeting RDS link is, if that matters to you. Some folks run VNC through SSH or VPN tunnels.
