How (what software) are you using to rotate the image and then how do you
save this rotated image?
I think your question is about image degradation when you rotate a JPEG.
This used to be a problem with early digital cameras because the number of
pixels was so small that image degradation became visible after 3 or 4 "Save
as".
If you rotate with XP, when opening the picture with Windows Picture and Fax
viewer, XP will warn you if your file is too small and image degradation is
likely. If you don't get this warning, go ahead and Rotate. Once rotated,
click on the icon "Copy to" and give it a new name (just add rotated at the
end of the original file name). This way, there will be no degradation and
you still have your original file.
