Because PTR records are IP based and not machine name based the record will
stay even though the machine has changed its IP address. The PTR record will
be deleted when it becomes stale or will be updated when another host
registers the PTR record with its name.
You have to understand the Reverse lookup zones have no relation whatsoever
to the Forward Lookup Zone accept by coincedence. The record is IP based and
until it is not updated for the time set for to be scavenged it will stay.
PTR records are pretty much irrelavent except to SMTP servers.

If you are using DHCP to regsiter the client's addresses in DNS, reference this article for info on removing these records. 306780 DHCP Does Not Delete
DDNS PTR Record for Expired Leases
