Assuming you receive this message: "can't enable windows firewall on rras server", you may need to disable the RRAS. This search result may help,

I actually manage a Windows 2003 server, but there seems to be no separate
group for that.

It installed with Windows Firewall turned on, which was fine. Then I wanted
to check out RRAS to see what it's firewall could do, and for that, I needed
to disable Windows Firewall (according to the system messages.)

Now, is it possible to reverse the process? I want to go back to Windows
Firewall, but it wont run any more; says one component (IPNAT.sys, or
something close to that) is being used by another service. Probably it's
RRAS, even though I deleted the test setup that I created, and stopped the
RRAS service.

How do I get RRAS to let go, so Windows Firewall will run again?

Honestly, if it were that simple, I would not have troubled a message board
with my problem. (NAI)

Allow me to restate the question: What does it mean to disable RRAS? How
do you do it?

I tried the obvious thing -- went to services in Admin Tools, brought up
properties of the RRAS service, set the start type selector to "Disabled"
(other choices being automatic or manual) and of course stopped the service.
That did not help. Windows Firewall still won't run.

Some more extensive step must be required to get RRAS to let go of
ipnat.sys. It needs to be "deconfigured" somehow.

I also tried disabling RRAS in the hardware profile on the Log On tab of the
properties dialog, and that didn't help either. At least not without a
restart, and this machine has some problem that prevents me from restarting
it right now ...

You need to disable RRAS configuration. To do that follow these steps -
- Start -> run -> rrasmgmt.msc
-You will see the RRAS management console.
- Right click the name of the server ->Disable routing and remoteaccess.

No try to start windows firewall.
