You can use a registry monitor program like regmon
http://www.sysinternals.com/ntw2k/source/regmon.shtml to determine what
registry key it is trying to write to (it's almost always under
HKLM\SOFTWARE\vendor name) and then use GPO to edit the permissions for that
registry key. Windows Settings-Computer configuration-Security-Registry
