If you want to enforce a particular option and not let users change the
setting for read recipients, the solution is to apply a Group Policy, If
you've installed the administrative template for Outlook , you'll find the
read receipt options in the Microsoft Management Console (MMC) Group Policy
snap-in under User Configuration, Administrative Templates, Microsoft
Outlook 2002, Tools | Options, Preferences, E-mail options, Advanced E-mail
options, Tracking options. Enable the Options policy, then set your choices
for the read receipt behavior.

In Outlook 2003, the group policy setting is as you say, but then it also disables the option for "read receipts" which we want users to be able to turn this setting on/off, but not be able to change "Always send a response". Any thoughts?
