In view of the fact that Win98 cannot see NTFS partitions, you
have the following choices:
a) Install Win2000 on C: and leave it as FAT32, or
b) Use a third-party boot loader (such as XOSL, which is free),
and install each OS in its own partition that is hidden from
the other partitions.
