That really isn't a good idea, as you have now set the default mdw to your secure one; every session of Access will now require a login. A better method is to leave the computer joined to the system.mdw that ships with Access. Give the user a desktop shortcut to open the secured mdb. The target would look like

This could be a Windows permission problem. Double-check that all users have read/write/create/delete permission on the folder where the mdw is located. Also you haven't named the mdw the same as the mdb have you? They each need to create an associated ldb file, and can't if they have the same name.
Also you should split the mdb - give each user a copy of the frontend on their computer and leave the backend on the server. More information at
