The first thing to check is to see if you have Joined another database's
Workgroup file. Select Tools... Security... Workgroup Administrator, and see
what workgroup (.mdw) file you're joined to (you don't need to have a database
open). If it's not the SYSTEM.MDW file in your \Windows\System32 directory,
try joining that one.

Do you - or anyone else who uses this computer - have a secured database? It
may be that database's workgroup that you've unwittingly joined.
