I guess you could extract all the frames (there could be
thousands of them) and edit each one in an image
editing program and then try to reassemble the movie.
This would be a complicated, work intensive project.
Maybe you could use an overlay...the following utility
might be worth a look.

As to quality...320 x 240 is extremely low resolution and
I suspect you are viewing it much larger...full screen maybe...
that stretches the pixels and will result in very poor image
quality.
It may be worth a try to open the clip in movie maker and
resave it using a custom profile to enlarge it...but I wouldn't
expect too much.

profiles you can download..maybe you could experiment.
