That's another Urban Legend, told about Marie Antoinette, spouse of
Louis XVI, and said to be the reason why the French started the
revolution.

I bet this was a rumour started by anti-royalists while the revolution
was already on its way, to strengthen their cause.

In other words, propaganda.
