As far as I know, you cannot fix this. I have the opposite problem, an
icon that I want always there, but which magically reverts to "hide when
idle" after a while.
I've even looked into writing my own utility to update the registry on a
periodic basis, to put them back as I want them, but the pointers to the
icons are in some bizarre binary format that I can't be bothered to
decipher.

To remove the network icons from the 'Notification Area' you'll have to
disable the network cards in "Device Manager".

Here are the two best free Tray Icon managers. They can hide icons and
restore them after an explorer crash. I use 'TrayManager 2.0 (PCMag)'
and it works excellent, haven't tried 'Tray Wizard' though.
