while logged on as the system administrator. While logged in as the
administrator, I can use the database instance, no problem. However, I do
not like to use that sign on for normal work. For that I use my
non-administrator user id. My problem is that I cannot do a thing with
oracle while logged in as a non-administrator.

Did you ever consider to contact Oracle (reading manual) about this issue ?
There should be Oracle user forums somewhere, so why do you post in
a Win XP news-group?
