I am also hoping that Windows XP Pro has a functionality to convert that
strange voice format ".svg" into ".mp3" directly... instead of first
converting from "svg" to "wave", then "wave" to "mp3"... tedious... and
stupid...

Any options in the software creating the files in a different format? Or an
option to use File> Save As> *.wav after the file is created?

Sound Recorder in Windows lets you "insert" one *.wav file into another but
it would be a tedious solution and doesn't convert to .mp3.
