What software are you using to dial the modem? If you are using a Dial-up
connection found in the Network Connections folder then you can look at the
modem log file to help troubleshoot. Go to Control Panel, Printers and Other
Hardware, Phone and Modem Options, go to the Modems tab and select your
modem then click Properties. Select the Diagnostics tab and click View Log.
You should see something like the following in the modem log file:
03-16-2004 09:02:50.955 - Hanging up the modem.
03-16-2004 09:02:50.955 - Hardware hangup by lowering DTR.
03-16-2004 09:02:51.424 - Detected CD dropped from lowering DTR
03-16-2004 09:02:51.440 - Recv: <cr><lf>OK<cr><lf>
03-16-2004 09:02:51.440 - Interpreted response: OK
03-16-2004 09:02:51.455 - Send: ATH E1<cr>
03-16-2004 09:02:51.690 - Recv: <cr><lf>OK<cr><lf>
03-16-2004 09:02:51.690 - Interpreted response: OK
If you do not see "lowering DTR" or "ATH" in the log then Windows is not
telling the modem to hang up. If you see these commands then the modem may
be shot or require an updated driver. If you see nothing in the log file
then you are likely using some other dial up software and need to check what
kind of diagnostic logs they offer.

does not seem to be releasing. Is the modem shot or can it be software?
