Unfortunately, you can't "lock" items on the slide masters.
But if you want to do a File/Save As with a blank slide (just the master
itmes on it, no additional text or anything) and choose PNG or JPG from
the "as type" dropdown, you can reinsert that PNG or JPG into your
master as the slide background. Because it's an image, the items on it
will be effectively "locked."
