This is like a gantt chart. To get a single floating bar, you need to
have two series charted on a horizontal stacked bar chart. The first
series is the date and time corresponding to the arrival time, and the
second is the duration of the stay.

Arrival Length of Stay
Ship 1 7/2/03 10:30 18:00

Use the Chart Wizard to make a stacked bar chart, and select the Series
in Columns option in step 2. When you are done with the chart, there
are two different colored bars. Double click the one corresponding to
the arrival time. On the patterns tab, make it invisible by checking
None for border and area.

You'll want more convenient axis scale parameters than what Excel
usually provides. Double click on the axis and click on the Scale tab.
In any of those boxes, Minimum, Maximum, Major and Minor Spacing, you
can enter a value as date-time (or just time, like HH:MM) and Excel will
convert it into the decimal equivalents it uses.
