If this setting is not Graying out the options within the Background tab and
users can select a bitmap and change their wallpaper then you should run
gpresult and verify the setting is actually being applied. If the
workstations are Windows XP you can run rsop.msc and verify tit this way.
If gpresult or rsop.msc do not show the policy setting as applied you may
want to verify there are no FRS replication issues on the DCs. If you
configured this at the domain level, verify an OU policy does not have this
setting as Disabled.
The "Prevent changing wallpaper" policy setting only blocks changing
wallpaper through the Display tab of Control Panel. It can be changed in
other ways but it does not sound like this is what you are seeing. If you
wish to completely block the users ability to change the wallpaper you
should set "Prevent changing wallpaper" and configure "Active Desktop
Wallpaper" to force a wallpaper. Of course, you will need to Enable Active
Desktop to use this setting.

> My problem is this. I am trying to restrict users from chaing their
wallpaper. One of the steps I am following to prevent this is to use the GP
item "User Configuration > Administrative Templates > Control Panel >
Display > Disable Changing Wallpaper". In the description it say's enabling
this policy will "grey out" the area where a user can select different
wallpapers. Unfortunatelly this does not happen. Now, I know GP works
without any problems. I have a few other policy's in place and they work
just fine (ex.. disable active desktop, IE start page and a few others).
Any help at troubshooting this problem or any suggestions would be greatelly
appreciated.
