If this setting is not Graying out the options within the Background tab and
users can select a bitmap and change their wallpaper then you should run
gpresult and verify the setting is actually being applied. If the
workstations are Windows XP you can run rsop.msc and verify tit this way.
If gpresult or rsop.msc do not show the policy setting as applied you may
want to verify there are no FRS replication issues on the DCs. If you
configured this at the domain level, verify an OU policy does not have this
setting as Disabled.

The "Prevent changing wallpaper" policy setting only blocks changing
wallpaper through the Display tab of Control Panel. It can be changed in
other ways but it does not sound like this is what you are seeing. If you
wish to completely block the users ability to change the wallpaper you
should set "Prevent changing wallpaper" and configure "Active Desktop
Wallpaper" to force a wallpaper. Of course, you will need to Enable Active
Desktop to use this setting.
