No need to remove Windows Mail (you can't anyway).
By default Windows Mail will delete emails from the server after
downloading them. To change that default, in Windows Mail, go
to Tools, Accounts, select your mail account, Properties, Advanced,
select "Leave a copy of messages on server."
Windows Live Mail has that setting as the default.

If you no longer wish to use Windows Mail, don't run it, or
else set all its accounts to the no download option.

It's best to start your own thread, since the subject title of this one doesn't
apply to you.
Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
