Open an elevated cmd prompt.
Try running SLUI -4
This should start the activation wizard with the phone options.

That did not work I get the same screen. I tried it as a normal user and as
Administrator and it fails Still only prompted for online or ask me later

It worked but you need to SLUI 4 you need to exclude the "-"

I recalled that it was needed, but I guess not.
