You may have a problem. Not insoluble, but requiring more steps.

This is backwards. ;^} Drive C: must be FAT32 (or FAT16). The reason is
that the boot process always starts with Drive C:, even if Win98 (or any
other Windows version) is installed on Drive D: or E: - or X: on the second
HD. And Win9x/ME cannot even SEE an NTFS volume, much less boot from one.
As M. Rajesh said, if Drive C: is already FAT32, just install Win98 on E:,
then Repair WinXP to set up the dual-boot. But if Drive C: is NTFS, you
will have to use Partition Magic to convert your Drive C: to FAT32 first.
(Nothing from MS will revert from NTFS to FAT32 without a complete
reformat.)
There are third-party solutions, such as BootItNG, but I don't know anything
about those.
