Hi Thanos,
DirectX 9/a does not come with an uninstaller, the only way you could remove
it is to use the system restore tool to go back to a restore point that was
created before DirectX 9 was installed. (The system restore tool can be
found by going Start > All Programs > Accessories > System Tools).
Vice City can be a bit picky about the driver it will run on, before you
remove DX9, if you have not tried installing the latest DirectX 9 compliant
video driver for your computer I would recommend you try that. What exactly
happens when you try to run the game?
