Do you have bars on the different axis, and these are overlapping? You
need to use dummy series to hold spaces for the series on opposite axes,
as described here:

It is very difficult to change the order of series in the legend. When
you mix chart types among the series, if Excel wants to list one type
higher than the other, you cannot change it by changing the plot order.
The most you can hope to do is rearrange the order of series within each
type.
