make sure you are logged in with administrator mode/privileges,
then perhaps try right-clicking on the setup.exe (or similar)
and select properties > compatiblity > windows 2000, and
if that doesn't work try windows 98 compatiblity.
(windows 98 kept files in different places (and diff names))
