Me again.....
I still think project size and/or complexity is at the heart
of your publishing issue.
Just as an experiment...try making a much smaller,
simple project and saving it with the other settings.
Also...to render a video with better resolution...
you may want to look into Custom Movie Settings.

There are some profiles you can copy from the
following site that will work in Vista Movie Maker 6.
Drop them in the following folder:
C:\Program Files\Movie Maker\Shared\Profiles
(you'll have to Create the Profiles folder if it's not there)
