I think your problem probably has more to do with other applicaitons that
may rely on the Framework, than the framewok itself. Having the Framework
installed does not use any system resources, it's only when a .NET program
runs that the Framework is utilized.
I'd do a thourough virus scan/spyware scan and then a clean boot to see if
these elements of the Framework are still running. After that, I'd check my
system to ensure that perhaps there is a .NET program that is supposed to be
running, which would, of course require the Framework.
