Have a look at the System.Diagnostics.Process class, it has some useful
static methods you can use to get running processes and also instance
methods that allow you to interact with running processes.

period of inactivity of a user for that process, for instance how long the
user has not entered anything into notepad.Maybe System.Diagnostics can

See "Process Explorer" at SysInternals

There are no sources, but at the bottom there are some good links.
Also, check the site, especially the "Source" section.
In the "Miscellaneous" section you can find the sources for "PsTools"
