Not sure if you found a solution to this but in my process of trying
to solve a similar problem, and resolving it, I thought I would post
what I did to solve to this post since I kept coming back to it in my
search.
Run gpedit.msc, under computer configuration - right click on
administrative templates and select add/remove templates, click add
button at bottom, select 'system.adm', click open, click close.
I was then able to acccess the templates that were missing for me.
