RAS Windows 2003 SBS State "Access is denied"

Dear Sir,

I got a problem when I tried to configurate the Routing & Remote Access. We
are configurate the second time, the RAS display a message "You do not have
sufficient permissions to complete the operation" However, my account is
using domain admin. After said type the username & password again then
display "Access denied". The state on "Access is denied". Anyone can help to
fix the issue. Thank you!
