How do I stop the annoying Pulse 360 advertising pop-up? Is it some sort of
spyware?

Quite possibly. Have you scanned your system with Windows Defender and an
up-to-date antivirus product?

Hello Steve,

WD is an antispyware app, NOT a pop-up blocker, NOR an AV app

Block Pop-up Windows with Internet Explorer
Prevent most pop-up windows from appearing over pages you want to view while
you’re using the Internet.

If the problem remains after following Bill Sanderson's advice, download and
run this: (MBAM) and (SAS)

Others have used SUPERAntiSpyware (SAS) and/or Malwarebytes Antimalware
(MBAM) to remove the malware.

There is a free version (on demand scanning only), the paid for version
includes active monitoring, similar to Windows defender:

Nobody has answered the question so far.

What have you tried?

In general, the first recommendation is to scan your system with your
updated antivirus and Windows Defender.

In the absence of a currently updated antivirus, I would recommend that you
restart in safe mode with networking, and run a full service scan at
safety.live.com

I've been annoyed by this for awhile now, and it just came to me to go to
Internet Options, then click on Security, the Restricted sites, then add
http://www.Pulse360.com and so far it doesn't pop up anymore.

I also did the same thing with this URL:

basically it's a matter of right clicking on the pop up, copy the URL, then
adding it to your restricted sites.
