Problems at logon

When I logon in windows I can't see the icons in my
Desktop neither the Task Bar.When I press Alt+Ctrl+Del in
Task Manager the explorer.exe is not in the list so I try
to start it by New Task(Run) but this error appears:The
procedure entry point AssocIs Dangerous could not be
located in the dynamic link library SHLWAPI.dll.
