Problem with VS2003 Connecting to embedded smartdevice

Situation: Developed a CE 5 x86 image running on an x86 SBC.
Included:
- .NET CD 1.0
- OS Dependancies for CF 1.0
- Smart Device Authentication Utility
Built and deployed image OK (tried following with Debug and release versions)

Have installed the from Windows CE Utilities for Visual Studio .NET 2003
Add-on Pack 1.1 from
http://www.microsoft.com/downloads/d...displaylang=en

sdauthutildevice runs OK on the device, I choose [Start]

From VS Tools- Smart Device Authentication Utility
I enter the IP address as displayed in sdauthutildevice on the device
I choose [Set up device]

The connection fails as per dialog message below.
The file 'C:\Documents and Settings\Administrator\Local Settings\Application
Data\PubKey.blb' is not on my PC (I looked). There are other .bibs there.

Any ideas??????
