I used to shut down by clicking Start/Shut Down and it used to turn the
power off. But now it doesn't do that. Instead, I get a message saying
"It's now safe to turn off your computer." And then I have to manually turn
the power switch off - this is the switch at the back of the computer as the
button on front doesn't turn it off. Any clues on how to rectify this?

Try Control panel - Power options,
Click APM tab,
Click to place a check mark in the box - Enable advanced power management
support.
Back out and Reboot

There was no APM tab. I also read Wesley's links. I changed the CMOS to ACPI
compliant (I don't know how that got disabled). Also, in Device Mgr it says
MPS Uniprocessor, but it used to say ACPI.

No the problem is NOT fixed. I don't have an APM tab. Device Mgr doesn't
have ACPI.
There's no APM/NT Legacy Node. The important thing to note is it was not
that way.
I don't know what caused it to change. A lot of other things are messed up.
Should I reformat?
A reinstall did not fix it. A lot of files did not get copied, such as
migregdb.ex_, icwconn*.ex_ etc.
