Problem downloading diagnostics.

On this web page:

s/download.asp
There are 5 links to download (for English language)
I have successfully downloaded the first 25MB file.

When I try to download the remaing, it saves off
"Win2000_Sym_EN2_CAB" and not the expected 25MB file.
Simlar results for ...En3, En4, En5

Suggestions?

I deleted cookies, all temporary internet files, and now, it is working.
Previously, just the folder was created without the contents.

I have no idea what changed or what to avoid in the future/

Any insights?

Was this a permissions problem?
