Printer Driver Installation Without Having Administrative Rights

I want to give a right to a user, who can install/ uninstall printer driver
on his machine which is connected either LPT/ USB port. But I dont want to
add him in Administrators or Power Users group.

Thanks for your support. In that KB which you refer me there 2 conditions,
one must be true. you are member of either Administratos or Power User group.
Well I checked it with Power User group, its working fine. But I dont to add
user in Power Users group. Do you have any idea how to do it?
