Prevent users from logging on to computer

We have one computer that should only have one person able to log on to it
besides the administrator account.

Is there a way to set up a group policy for this one computer so that only
the one listed people can log on to it?

[computer settings\windows settings\security settings\local policies\user
rights assignment]
Configure "allow log on locally"

You can also invert it by configuring "deny log on locally".
Keep in mind that deny overrides allow.
