Possible to make notepad save files as UTF-8 as default encoding?

In Win2K, XP and 2K3, Notepad's default save (Ctrl+S) behaviour is to use
ANSI, unless the file is known to be in Unicode (Big/little endian or UTF-8).
Is it possible to revert this behaviour? That means, is it possible to make
notepad save in UTF-8 by default unless otherwise specified? If yes, how?
