Port Already Open

There is a Comap Evo N800c that is confusing me. The
modem works when you logon to the local PC as admin, but
as soon as you logon to the main domain user logon the
modem does not work. I am getting a port already error
when I go to diag the modem in properties. I have also
created a different admin user on the same domain and it
works fine. This is a standard Lucent WinModem. Any help
would be great.
